Measuring Global Intelligence

I’ve often wondered over the years why there is something I call “The Stupid Foreigner Syndrome.” It seems to me that if you can’t speak the language then you are looked at as being stupid.

I had this experience at a cafe in San Francisco my friend took me to. He was paying.

“Hey Bartek. We’ve been waiting for the last 20 minutes for our bill. Why don’t we ask the waitress for it?” I asked.

“It’s coming. She is busy.” Bartek replied.

10 minutes later there is still no check.

“Shouldn’t we just ask her for the bill, Bartek?” I asked.

“Would you like another drink?” He said.

“Um, I thought we were leaving.”

So many times I recall living in America and coming across foreigners who just couldn’t figure out what to do in some of the easiest situations. I never really thought they were “stupid” but I did wonder why they couldn’t figure it out. I think the same situations happen with me here in Japan.

While growing up in our own countries we take very many situations for granted. As in the situation with Bartek, he is used to calling a waitress when he is ready for the bill. Of course, people in Europe usually relax a lot longer at the table, sometimes spending up to two hours. In America we finish eating and the bill is promptly brought to our table. Bartek was in America and thought that he was supposed to wait for the bill. He didn’t know what a slow waitress was. He had nothing to compare to. Was I to think he was stupid? No, but so many do.

So is Global Intelligence based on culture or some other basis? Do we socially judge a person on there cultural background or from what the have accomplished?
